Active Ageing Index of Russian regions: alternative approach

The article discusses the issues of calculating Active Ageing Index in Russia and its regions. It presents an overview existing approaches to assessment, highlights their advantages disadvantages. main drawback considered is unavailability data for index — statistical observations surveys used are carried out irregularly or not all subjects Russian Federation. An alternative approach assessment regions proposed. information base tracked on a regular basis annually based five indicators grouped by three dominants (health, labor activity safety). selected according criteria. Construction includes four consecutive stages. To obtain normalized indicators, threshold values set minimum maximum. proposed construction was tested 2020. results showed that Federation have successfully implemented measures field active ageing, uneven. No subject has reached fixed (target) Index. This allows, firstly, regularly identify shortcomings regional target inconsistency policy goals with national requirements international organizations; and, secondly, compare how they cope achieving ageing order best practices.
